Wang Sicheng, a researcher of the Energy Development Research Institute of the National Development and Reform Commission, suggested at an industry meeting yesterday that the levy for renewable energy tariffs in China should be increased from the current 0.004 yuan/kWh to 0.01 yuan/kWh to compensate for renewable energy subsidies. He said that at present, the country collects about 10 billion to 11 billion yuan of funds each year through the application of renewable energy tariffs, but last year the demand for renewable energy subsidies has exceeded 12 billion yuan. Certainly it is not enough. Therefore, it is necessary to increase the collection standards for renewable energy tariffs and increase support for renewable energy.

With the large-scale development of renewable energy, especially wind power, in recent years, the funds obtained through renewable energy price surcharges have been unable to meet the subsidy demand for renewable energy. According to the statistics of the China Electricity Regulatory Commission, the renewable energy price levies imposed by China last year can only meet the demand for subsidies of about 70% of domestic enterprises. At the same time, the time-effectiveness of related fund deployment is poor, and there is often a delay of six months or even one year.

Prior to this, the National Development and Reform Commission announced the "Notice on Perfecting the On-grid Electricity Pricing Policy of Solar Photovoltaic Power." The industry generally believes that the introduction of this notice means that China's photovoltaic market will start, but the development of the photovoltaic industry is still facing the problem of funding gaps.

Meng Xianyi, deputy director of the China Renewable Energy Society, believes that the most important channel for the development of the PV industry is the development of power generation and renewable energy. If you want to meet the funding needs of PV subsidies, the power supply should be adjusted to 0.006 yuan / kWh or 0.008 / kWh. This upward trend is obvious, but in the short term out of inflation pressure, the possibility of upward adjustment is not Big.

According to simple calculations, if the calculation is based on the 425 billion kWh of electricity generated in 2010, and the renewable energy price is levied at 0.01 yuan/million, a subsidy of 25.5 billion yuan can be added to the original standard. This will fully meet the development needs of renewable energy.
