I. Renovation of key areas

The key areas specified in the “Programme” mainly include three parts:

(1) The scope of the ecological protection red line delineated by Henan Province;

For key areas of air pollution prevention and control, new open pit mine projects are prohibited in principle;

(1) Find out the status quo

(2) Discontinuation and rectification

The licenses are complete, but the mines, environmental protection and other relevant laws and regulations, policies and systems, management requirements and related programs are not designed and implemented to implement mining, treatment and protection. In particular, open-pit mines with unregulated pollution control and emission standards are not subject to immediate shutdown. Remediation.

The open-pit mines that have been discontinued and rectified should be formulated according to the requirements of “one mine and one policy” to complete the specific production and remediation plan, and complete the remediation tasks in time according to the plan. The mines that have been rectified and completed can be resumed after being accepted by the local government.

During the remediation period, the open-pit mines that have applied for closure will be required to cancel the relevant licenses, dismantle the production equipment and facilities, and organize the implementation of ecological restoration. Open-pit mines that refuse to stop production or resume production without authorization shall be forcibly closed according to law. If ecological damage is caused, the responsibility for compensation for damage to the ecological environment shall be investigated according to law.

Completion time limit: The list and remediation standards will be announced before the end of January 2019. Complete the remediation work by the end of December 2020.

(3) Banned off

For illegal open-pit mining mines (mines with expired licenses), the local government immediately bans them according to the standards of “three no-stay” (no personnel, no mining equipment, no buildings). If the license is not complete, or the license is complete, but within the prescribed time limit, the mine that fails to meet the standard and fails to pass the inspection shall be closed by the local government organization, and the relevant license shall be cancelled or revoked in time, and announced to the public.

(4) Ecological restoration

Open-pit mines should increase the environmental protection and ecological restoration of mines in accordance with the principle of “who mines, who protects, while mining, and governance”. Third, policy measures

(1) Strict access to open pit mines.

It is forbidden to build new small-scale open-pit mine projects for ordinary building materials and minerals, strictly limit the construction of small-scale open-pit mine projects for non-general construction of stone materials, and completely stop the construction of new open-pit mine projects with sporadic dispersion.

The newly-built building stone mines must have a reserve of more than 10 million tons, and the annual mining scale must reach more than 1 million tons. The new building (finished) stone mines must have a reserve of more than 2 million cubic meters, and the annual mining scale must reach 100,000 cubic meters / year or more.

(2) Encourage voluntary exit.

For the open-pit mines that the enterprises have applied for to close and exit before the end of December 2018, after the local government has passed the inspection and acceptance, the mining rights will be refunded in proportion to the remaining reserves of the remaining resources, and appropriate compensation will be given;

For the open-pit mines that enterprises have applied for to close and exit before the end of December 2019, after the local government has passed the inspection and acceptance, the proceeds or the price of the mining rights will be refunded according to the proportion; no compensation will be paid;

For open pit mines that are forcibly closed due to rectification and acceptance, and open pit mines that are forcibly closed due to violations of laws and regulations, the proceeds or prices of mining rights will not be refunded and will not be compensated.

(3) Accelerate the upgrading and upgrading of mines.

Close down a number of mines and supporting processing and production enterprises with outstanding environmental problems, low resource utilization rate and poor economic efficiency, and cultivate a number of new mining enterprises with environmental protection in place, high resource utilization rate and outstanding comprehensive benefits, and strengthen the mining industry of our province. In accordance with the principle of “government guidance, enterprise construction, benchmarking, and information disclosure”, the main responsibility of the main construction of mining enterprises shall be compacted.
