Member Zhu Jianmin believes that at present, China's solar photovoltaic industry has risen rapidly, but the contrast between industry and the market is huge. He said that by the end of 2007, China's photovoltaic cell production had reached 1,088 megawatts, and the output of photovoltaic modules had reached 1,717 megawatts, ranking first in the world. The application of solar photovoltaic power generation is very poor, and the development of the market lags far behind the development of the industry. According to statistics, in 2006, China’s primary energy consumption constituted only 0.51% of solar energy. In 2007, China’s installed capacity of solar photovoltaic power generation was 20MW, which is less than 2% of battery output. At the end of 2007, the cumulative installed capacity was 100MW. Less than 1% of world share.

Zhu Jianmin believes that the obstacles to the development of the solar photovoltaic power generation market in China mainly come from high costs and high power generation prices. In addition, the government and power companies have not made any clear statement on how to access the Internet and how to price it. This has also greatly constrained the development of the photovoltaic market.

To this end, Zhu Jianmin recommends:

First, the government must strengthen its leadership in the development of the photovoltaic industry, make unified plans, and propose clear national targets for the first, second, and long-term. Second, implement the “Renewable Energy Law” and the “On-line Electricity Pricing Law” in an all-round manner. Develop operational and detailed implementation rules. Third, comprehensively launch the photovoltaic domestic demand market, formulate preferential policies, encourage large-scale development and utilization of solar photovoltaic power generation, and provide support for projects, loans, taxation, and financial subsidies for photovoltaic independent systems and photovoltaic grid-connected systems. Fourth, focus on support A number of research and development, talent training and testing bases are led by the government to build a number of industry, academia, research, industry, and trade groups that combine national goals and corporate interests. Fifth, to follow the rules of market economy and introduce a competition mechanism in the construction of photovoltaic power stations. The survival of the fittest will continue to improve quality and reduce costs.
