1 General

In order to regulate the management of surveillance and measurement equipment ( including safety production process monitoring equipment facilities, safety protection monitoring equipment, verification equipment, etc. ) and improve the accuracy and reliability of safety monitoring and monitoring, this system has been formulated.

3 Management responsibilities

3.1 The Equipment Department is the company's supervisory and measurement equipment control office. Its responsibilities are as follows:

3.1.1 responsible for the installation, inspection and regular maintenance of monitoring and measuring equipment;

3.1.2 Establish monitoring and measurement equipment accounting, conduct regular calibration and maintenance, and keep records of calibration and maintenance activities;

3.1.3 Organize training and assessment of operators of surveillance and measurement equipment;

3.2 Anhuan Department

Responsible for comprehensive safety supervision of monitoring and measurement equipment, and supervise all management offices and users to conduct standardized safety management and maintenance.

3.3 The responsibilities of each use unit are as follows:

3.3.1 responsible for the installation and routine maintenance of the pressure gauge;

3.3.2 Responsible for the use, daily maintenance and management of monitoring and measuring equipment;

3.3.3 Establish monitoring and measurement equipment account for this unit, organize regular and routine inspections, identify problems and deal with them in a timely manner and report to the Equipment and Safety and Environment Department.

4 Security Management Requirements

4.1 Monitoring and Measurement Equipment Purchase

4.1.1 According to the requirements of monitoring and measurement, the equipment department and the use office shall determine and equip the appropriate monitoring and measuring equipment and make purchase requirements.

4.1.2 Purchasing Purchasing monitoring and measuring equipment as required based on procurement requirements. Procurement must be purchased from units that are qualified for safe production operations, and the quality of the monitoring and measuring equipment purchased and the safety data required must be complete.

4.2 Inspection and measurement equipment acceptance and storage

Purchasing back to the company's monitoring and measuring equipment, the Ministry of equipment for acceptance, after passing the inspection, will be admitted to the library.

4.3 Monitoring and Measurement Equipment Installation

4.3.1 The selection of monitoring and measuring equipment should be reasonable to ensure that the accuracy and accuracy of monitoring and measurement meet the requirements for use.

4.3.2 Monitoring and measuring equipment installation location should be reasonable, can play an effective monitoring and measurement role.

4.3.3 For new monitoring and measuring equipment that requires external verification (calibration), the equipment department is responsible for contacting the national statutory verification department for verification before use. Only qualified equipment can be put into use. The qualified product shall be affixed with a unique mark indicating its status in a suitable place.

4.4 Identification and Calibration of Monitoring and Measuring Equipment

4.4.1 Equipment Department At the beginning of the year, according to the provisions of the national verification cycle, combined with the company's actual situation, the "certification plan notice" was issued and sent to all units to carry out verification and calibration of monitoring and measuring equipment on schedule.

4.4.2 For monitoring and measuring equipment that requires internal calibration, the equipment department calibrates it according to the requirements of metrological verification regulations or calibration specifications. The calibration measurement equipment shall be issued by the verification personnel in accordance with the requirements of the verification certificate or qualified seal; the calibration equipment shall be calibrated to be degraded, deactivated or scrapped according to the situation, and shall be marked accordingly.

4.4.3 For monitoring and measuring equipment that requires external verification (calibration), the equipment department shall be responsible for contacting the national statutory verification department for verification (calibration), and the verification unit shall issue a verification (calibration) report.

4.4.4 All measuring equipment shall have an identification mark indicating its calibration status. The calibration record shall be kept by the equipment and the storage period shall be 3 years.

4.4.5 The using unit finds that the monitoring and measuring equipment does not meet the requirements in the production, evaluates the equipment, makes a record, and immediately reports to the equipment department, and takes necessary measures (such as calibration, repair or update) on the equipment. .

4.4.6 Calibration Standard equipment for monitoring and measuring equipment shall be assigned by the equipment department to be responsible for management and maintenance. Operators of standard equipment must be trained and certified.

4.5 Use of monitoring and measuring equipment

4.5.1 The use of the unit ensures that the monitoring and measuring equipment is used under suitable environmental conditions.

4.5.2 Monitoring and measuring equipment should maintain a good working condition and maintain its accuracy.

4.5.3 The monitoring and measuring equipment shall be used within the validity period of the identification or calibration. It shall not be used for extended periods. If it is found to be damaged or in doubtful calibration during use, it shall be recalibrated.

4.5.4 Monitoring and measuring equipment The operator should perform the necessary training to master the operation procedures and methods as well as the maintenance and maintenance knowledge.

4.5.5 The operator must observe the status of the monitoring and measuring equipment at any time, and report and deal with the abnormal situation in time.

4.6 Monitoring and Measuring Equipment Maintenance and Management

4.6.1 The use unit shall conduct daily maintenance and maintenance of the monitoring and measurement equipment, establish the monitoring and measurement equipment account of the unit, ensure that the monitoring and measurement equipment is in good condition, and maintain the maintenance records.

4.6.2 The equipment department establishes a monitoring and measuring equipment management account, including: name, equipment type, purchase date, usage period, existing location, verification period, and current status.

4.7 Failure of monitoring and measuring equipment

4.7.1 The use or maintenance personnel finds that the monitoring and measurement equipment has deviated from the calibration state or has been damaged, overloaded or misused during use, resulting in abnormal monitoring of the measured value or suspicious function, and should be suspended or monitored for use and notify the equipment immediately; After the equipment is repaired, adjusted, verified or calibrated, it can be put into normal use.

4.7.2 The equipment department shall organize the analysis of the failure of the measurement equipment to deviate from the calibration state and take corresponding corrective measures. At the same time, it shall record and save the evaluation of the validity of the previous test results.

4.7.3 The monitoring and measurement equipment that cannot be repaired or repaired is confirmed by the person in charge of the use unit and reported to the person in charge of the equipment department for scrapping according to the scrapping procedure.
