The "three simultaneous" system means that any occupational health and safety facilities that are newly built, reconstructed or expanded in China, such as basic construction projects (engineering), technological reconstruction projects (projects), and imported construction projects, must meet the standards set by the state, and must The main project is designed, constructed, and put into production and use at the same time. In this regard, Article 53 of the "Labor Law" makes clear provisions.

The preliminary design of the new construction, reconstruction, or expansion project must be reviewed and approved by the competent authority of the industry, the competent department of production safety, the health department, and the trade union before the construction can be carried out; after the completion of the project, the competent authority, production safety administrative department, and health After the acceptance of the completion of the department and trade unions, they can be put into production and use.
The "three simultaneous" system specifically includes the following:
——When carrying out feasibility study argumentation, the construction project must carry out demonstration on occupational health and safety, clarify the preventive measures that the project may cause harm to the employees, and load the demonstration results into the feasibility demonstration documents;
——When designing a preliminary design document for a construction project, the design unit shall compile a “Special Article on Labor Safety and Health” at the same time. The design of occupational health and safety facilities must comply with national and industry standards.
——The construction unit must carry out the construction in accordance with the review and approval of the design documents. It is not allowed to change the design of the occupational health and safety facilities without authorization and is responsible for the construction quality.
——The completion and acceptance of a construction project must be carried out in accordance with the State's regulations on occupational health and safety acceptance of construction projects. Those failing to meet occupational health and safety standards shall not be accepted and put into production;
—— After the acceptance of a construction project is officially put into operation, occupational health and safety facilities must not be idled, and production facilities and occupational health and safety facilities must be used simultaneously.
