According to Wang Wentang, the chief drafter of the standard and the Secretary-General of the China Chemical Industry Energy Technology Association, the energy auditing standards for chemical and petrochemical enterprises are based on the general principles of energy auditing technology for enterprises, highlighting the combination of energy use characteristics of chemical and petrochemical companies for energy audits.

The standard requires auditing the energy use of the enterprise from three aspects: the process system, the thermal system, and the electrical system. The energy utilization efficiency of chemical production equipment is greatly influenced by the inherent characteristics of the system. For example, the energy consumption of the process system is mainly affected by various parameters determined by the production process. Generally, it cannot be changed. Considering energy conservation from the technological point of view, priority should be given to whether the process route can be changed. Whether there is a process route with lower energy consumption; and then, under the premise of satisfying the requirements of the process parameters, how to reasonably use energy, including the chemical energy released by the process, in order to achieve the purpose of energy saving. The analysis of energy utilization of thermal systems and electrical systems also needs to consider the requirements of the production process.

The standard requires a detailed audit of the use of raw materials and energy. Energy as a raw material for production is one of the most obvious features of energy use in the chemical industry. Different from the supply of energy, to produce a certain amount of chemical products, unless the production process is fundamentally changed, the production of raw materials is generally difficult to reduce, that is to say, as the energy of raw materials, the possibility of reducing the use of energy is very small . “What we can do, if we have the potential for energy saving, is to reduce energy that is used as fuel and power.” Wang Wentang explained that energy audits clearly distinguish energy consumption from raw materials, and then clarify the consumption status of burning energy. The standard also puts forward detailed requirements for the calculation of the company's energy costs.
